Architect Jorge Ribeiro de Oliveira was from 1943 the official technical adviser, appointed by the minister of public work Duarte Pacheco, for the Junta de Provincia do Algarve (JPA) and for the municpalities of Faro, Olhão, Portimão and Vila Real de Santo António.

He was appointed to reinforce the state's tecnical assistance to regional and municipal authorities of the Algarve. He was responsible for the design of public architecture and urbanspance inthe most important and fastest growing centres of the province (Faro, Olhão & Portimão).

As the directeor of the later established architecture and urbanism department Services de Arquitectura e Urbanismo (SAU) he also assessed the building plans submitted by architects for the cities in question. What did not stop him his to have his own practice where he carried out private assignments.
